The last 10 days of Ramadan is when the Holy City of Makkah sees millions of pilgrims. The city gets immensely crowded more so in the central area as that is where Masjid Al Haram is.
The traffic police have taken several steps around the city to prevent overcrowding. One of their latest initiatives is to ban all private vehicles in the central area of Makkah.
The traffic police announced it on their Twitter handle.

The ban will be in place till the 27th of Ramadan
Pilgrims coming from outside Makkah will now most likely have to park in one of the huge parking lots that are set up on the peripherals of the city and then commute by bus for the remainder of the journey.
